Question: “My company has multiple branches in different provinces and cities, so organizing concentrated legal dissemination sessions faces many difficulties, consumes time, and incurs high costs. Currently, the company wants to switch to organizing training and legal dissemination through online platforms or internal training systems. Answer:

In the context of increasingly promoted digital transformation, the application of technology in legal dissemination and education activities is becoming an inevitable trend. According to the orientation to amend the Law on Legal Dissemination and Education in Resolution 128/NQ-CP dated 14/5/2026, the State also aims to diversify legal dissemination methods in order to enhance the efficiency of information access for citizens and enterprises.

 

Below are several notable contents:

1/ Legal dissemination will be carried out toward modernization, associated with digital transformation

According to Policy 5 adopted under Article 1 Resolution No. 128/NQ-CP dated 14/5/2026, the Government agreed to supplement regulations on policy communication and legal dissemination and education methods toward modernization and digital transformation.

This orientation demonstrates that legal dissemination work in the coming time will no longer be limited to traditional forms such as in-person conferences and training courses, but will step by step apply technology platforms to enhance the efficiency of propaganda and access to legal information.

 

2/ Enterprises may proactively apply various forms of legal dissemination

In accordance with the above orientation, enterprises may study and implement various forms of legal dissemination suitable for their operational models, such as:

– Organizing online training sessions via Zoom, Microsoft Teams, or similar platforms;

– Building a legal document library on the internal management system so that employees can easily look up information;

– Sending periodic legal newsletters via email or internal work applications;

– Developing videos, electronic materials, or online courses aimed at disseminating legal regulations relevant to the operations of the enterprise.

These methods help employees access legal information more flexibly, while significantly reducing organizational costs and time compared to traditional concentrated forms.

 

3/ This is a law-making orientation, not yet a mandatory applicable regulation

It should be noted that Resolution No. 128/NQ-CP is a document adopting policies for drafting the Law on Legal Dissemination and Education (amended). Therefore, the content on digital transformation in legal dissemination work is currently a legislative orientation, serving as a basis for the Ministry of Justice to draft the Law project to submit to the Government in accordance with Article 2 Resolution No. 128/NQ-CP.

Therefore, enterprises have not incurred new obligations from this Resolution. However, the proactive application of legal dissemination forms using digital technology is completely consistent with the trend of perfecting the law and modern corporate governance needs.

 

4/ Recommendations for enterprises

In order to improve governance efficiency and limit legal risks, enterprises should:

– Proactively update new legal regulations relevant to their operational fields;

– Combine in-person and online training forms to suit the actual conditions of the enterprise;

– Retain materials, training contents, and participant lists for internal management purposes;

– Monitor the drafting process of the Law on Legal Dissemination and Education (amended) to promptly update when new regulations are promulgated.

The application of technology in legal dissemination activities not only helps enterprises save resources, but also contributes to building a legal compliance culture, raising legal awareness of employees, and minimizing risks arising during operations.
