On July 1, 2024, the Ministry of Information and Communications issued Circular No. 06/2024/TT-BTTTT stipulating the recognition of organizations providing foreign electronic signature authentication services in Vietnam; recognizing foreign electronic signatures and certificates of electronic signatures in Vietnam.

The application dossier for recognizing organizations providing foreign electronic signature authentication services in Vietnam includes explanatory documents and evidence of meeting all requirements. Specifically:
- A request letter for recognition of organizations providing foreign electronic signature authentication services, according to the template;
- Legalized consular documents and certified translations of licenses or certificates proving establishment and legal operation in the country of registration; A commitment to operation within the six months prior to the application submission date;
- Certified translation of the technical audit report from the audit organization legally operating in the country of registration within the six months prior to the application submission date; ...

The recognition period for organizations providing foreign electronic signature authentication services in Vietnam is determined by the service license validity in the home country and not exceeding the validity period of the electronic signature certificate issued by that organization.
The Circular takes effect from August 15, 2024.
