In the event of registration, within 90 days from the signing contract, the Transferee (in case the technology is transferred from foreign country to Vietnam) has to submit the documents to the competent authority to issue the Certificate of Technology Transfer Contract Registration.

Within 15 days from the receipt of legitimate submission
3.Procedure:
Phase 1: Submission of documents by individuals or organizations to request the issuance of the Certificate of Technology Transfer Contract Registration.
Phase 2: Consideration of submission by Department of Science and Technology:
+ If the individuals and organizations meet the requirement of the current law, the Department of Science and Technology will issue the Certificate of Technology Transfer Contract Registration.
+ If failed to issue the Certificate of Technology Transfer Contract Registration, the Department of Science and Technology will notify the reason in writing.
4. Submission:
+ Application form for Certificate of Technology Transfer Contract Registration (in standard form, download here).
+ Original or notarizedcopy of the Technology Transfer Contract in Vietnamese and foreign language. In case the Parties are Vietnamese, only Vietnamese version is required. The Contract and appendix are signed and stamped by both Parties (short signature and stamp is required on every page).
+ Investment Certificate (or Investment License, Business Registration Certificate, Science and Technology License,….) of the Parties.
+ Document to verify the legal status of the representative in the Contract.
+ Written approval of the competent authority on investment of Technology Transfer Contract (in case of State fund).
+ Power of Attorney (in case of the third party conducting the procedure).
