I have just reached the working age and want to join the labor market. What is the minimum wage I will receive? Recently I live in Hai Phong City.
Answer:
On November 10, 2025, the Government issued Decree No. 293/2025/ND-CP regulating the regional minimum wages applicable to employees working under labor contracts, effective from January 1, 2026.
Pursuant to Article 3 of Decree No. 293/2025/ND-CP, the regional minimum wage levels for 2026 are as follows:
- Region I: VND 5,310,000 per month.
- Region II: VND 4,730,000 per month.
- Region III: VND 4,140,000 per month.
- Region IV: VND 3,700,000 per month.
The determination of the applicable region for minimum wage purposes is based on the location of the employer's operations, as follows:
a) An employer operating in a locality belonging to a specific region shall apply the minimum wage level prescribed for that locality.
b) Where an employer has units or branches operating in localities with different minimum wage levels, each unit or branch shall apply the minimum wage level prescribed for the locality in which it operates.
c) An employer operating in an industrial zone, export processing zone, high-tech zone, or concentrated digital technology zone that spans localities with different minimum wage levels shall apply the minimum wage level of the locality with the highest minimum wage.
d) In cases where the name of a locality in which the employer operates is changed or the locality is divided, the minimum wage level prescribed for the locality prior to such change or division shall temporarily continue to apply until the Government issues new regulations.
đ) Where a new locality is established from one or more localities with different minimum wage levels in which the employer operates, the minimum wage level of the locality with the highest minimum wage shall apply until the Government issues new regulations.

The minimum wage you are entitled to receive when working in Hai Phong City depends on which region the specific location of your workplace (the ward, commune, district, or area where the employer operates) falls under according to the law. Hai Phong City includes areas classified in Regions I, II, and III (with central urban districts and major industrial zones typically in Region I, and some outer or less developed areas in Regions II or III).
