- Definition of travel services business:
The business of travel services includes the creation, sale, and execution of tourism programs, which may be domestic or international.
Legal basis: Clause 9, Article 3, Law on Tourism 2017.
In this case, as your company plans to serve both international tourists visiting Vietnam and Vietnamese citizens traveling abroad, this qualifies as an international travel services business.
- Conditions for international travel service business:
- Establishing a business: The company must be legally registered and established according to the Law on Enterprise.
- Deposit for international travel business:
- Provision of travel services for inbound tourists: VND 50,000,000 (fifty million);
- Provision of travel services for outbound tourists: VND 100,000,000 (one hundred million);
- If doing business in both types above, the deposit is VND 100,000,000 (one hundred million).
Note: This deposit must be maintained continuously at the bank and the bank will issue a Certificate of Deposit to serve the license application procedure.
- Person in charge of travel service business:
- Must have a college degree or higher in the fields of Tourism and Travel Services Management, Travel Management, Tour Operations, Tourism Marketing, Tour Guide, etc.
- If graduating from another major, a certificate of international travel operations is required according to regulations.

- Application for international travel service business license:
The company needs to prepare the following documents:
- Application for license according to the prescribed form.
- Certified copy of Enterprise Registration Certificate.
- Certificate of deposit for travel service business.
- Certified copy of diploma/certificate of the person in charge of business.
- Certified copy of appointment decision or labor contract of the person in charge of business with the company.
- Procedures for granting license:
- The application is submitted to the General Department of Tourism.
- Within 10 working days from the date of receiving a valid application, the General Department of Tourism will appraise and issue the International Travel Service Business License. If the application does not meet the requirements, your company will receive a written notice stating the reason for rejection.
Note:
- The company must ensure to maintain the deposit amount throughout the business period.
- Business activities can only be carried out after receiving an International Travel Service Business License from the competent authority.
