1. Conditions for being granted the Certificate of Registration for Elementary-level Vocational Education Activities
An enterprise will be granted the Certificate of Registration for Elementary-level Vocational Education Activities if it meets the following conditions:
Teaching staff: Must meet the standards in terms of qualifications, professional skills, and pedagogical capacity as prescribed by law; ensure a maximum ratio of 25 students per teacher; and must have permanent teachers for the vocational subject being offered.
Training facilities and equipment: Must be appropriate to the profession, scale, and elementary training level. The average area of theoretical classrooms, practice rooms, and workshops used for teaching and learning must be at least 4 square meters per student.
Curriculum and teaching materials: Must have sufficient training programs and teaching materials for each registered vocational subject, and they must be developed, appraised, and issued in accordance with the regulations of the Minister of Home Affairs.

2. Procedure
Step 1: The enterprise submits one set of application documents for registration of vocational education activities to the Department of Home Affairs where the institution is headquartered.

Step 3: Within 5 working days from the date of issuance of the certificate, the Department of Home Affairs shall send a copy of the Certificate of Registration for Vocational Education Activities to the General Department of Vocational Education and Training for monitoring and management purposes.
3. Application Dossier
A written request for registration of vocational education activities, using the form provided in Appendix III issued with Decree No. 143/2016/ND-CP;
A copy of the establishment decision or operation license or enterprise registration certificate or investment registration certificate (if any);
A report on the conditions ensuring vocational education activities, using the form provided in Appendix Vb issued with Decree No. 143/2016/ND-CP, together with supporting documents;
A copy of the charter or regulations on organization and operation.
