On July 1, 2024, the Ministry of Health issued Dispatch No. 3687/BYT-BH regarding the application of basic salary levels as stipulated in Decree No. 73/2024/NĐ-CP for the payment of healthcare costs covered by health insurance.
Accordingly, the Ministry of Health provides guidance on the direct payment of healthcare costs covered by health insurance from July 1, 2024, or in cases where patients are admitted or begin treatment before July 1, 2024, but are discharged or complete treatment from July 1, 2024, as follows:
(1) In case the patient comes for medical examination and treatment at a district-level medical examination and treatment facility or equivalent without a health insurance medical examination and treatment contract (except for emergencies), payment is as follows:
- Outpatient treatment: Payment based on actual costs within the covered scope and insurance entitlement, but not exceeding 0.15 times the basic salary level at the time of treatment, up to a maximum of 351,000 VND.
- Inpatient treatment: Payment based on actual costs within the covered scope and insurance entitlement, but not exceeding 0.5 times the basic salary level at the time of discharge, up to a maximum of 1,170,000 VND.
(2) In case the patient comes for inpatient medical examination and treatment at a provincial medical examination and treatment facility or equivalent without a medical examination and treatment contract with health insurance (except for emergencies), payment shall be made. calculated according to actual costs within the scope of benefits and health insurance benefits according to regulations but not exceeding 1.0 times the base salary at the time of discharge from the hospital: equivalent to a maximum of not more than 2,340,000 VND .
