Strategy for Developing Vietnam's International Fiber Optic Cable System

On June 14, 2024, the Minister of Information and Communications issued Decision No. 977/QĐ-BTTTT approving the "Strategy for Developing Vietnam's International Fiber Optic Cable System to 2030, Vision to 2035" with the following key tasks:

  • Implementation of International Fiber Optic Cable Routes:

 

- By 2027:

+ Implement and activate an additional 4 new submarine cable routes, increasing the total capacity to a minimum of 134 Tbps.

  +Continue to maintain Singapore, Hong Kong, and Japan as the primary Digital Hubs for connectivity.

  + Periodically review and assess Digital Hubs to develop plans for maintaining, shifting, or supplementing connection points as appropriate for each period.

  + Complete and activate at least one submarine cable route owned by Vietnam.

  + Implement and activate at least one international terrestrial fiber optic cable route.

 

- From 2028 to 2030:

  + Implement and activate at least 6 additional new submarine cable routes, raising the total designed capacity of submarine fiber optics to at least 350 Tbps.

  + Complete and activate at least one additional submarine cable route owned by Vietnam.

  + Implement and activate at least one additional international terrestrial fiber optic cable route.

  + Maintain a maximum of 90% of submarine cable capacity connected to at least four major Digital Hubs in the Asia region.

  + Maintain backup connections for at least 10% of submarine cable capacity to at least two major Digital Hubs in the Americas and Europe.

 

  • Ensuring the Safety and Sustainability of International Fiber Optic Infrastructure:

 

- For cable routes extending to the southern sea areas, harmoniously implement methods for direct connection to Digital Hubs and connections with submarine cable routes via Consortium models.

- Prioritize participation in multi-member, multinational consortia with multi-directional connections to multiple Digital Hubs.

- Periodically review and adjust prioritized connection direction plans to ensure a balanced and harmonious distribution of connections.

- The designed capacity of submarine cables should meet a minimum redundancy requirement of 1+2 (available capacity three times the actual usage).

- Develop plans for rapidly deploying new submarine cable routes (completion time under two years) to accommodate sudden increases in demand.
