On February 28, 2024, the Prime Minister issued Decision No. 203/QĐ-TTg concerning the implementation plan for the Fire Prevention and Fighting Infrastructure Plan for the period 2021-2030, with a vision towards 2050.
In accordance with this decision, specific core tasks are to be executed according to a detailed schedule, as outlined below:
- Tasks related to Planning Procedures:
+ Organize the publication of the plan, propagate information regarding the plan's content, provide information on fire prevention and fighting infrastructure planning for the period 2021-2030, with a vision towards 2050. This aims to encourage organizations and the public to participate in monitoring plan implementation and contribute to the development of the approved infrastructure plan.
+ Enhance the planning database, ensure the uniformity of diagrams and maps with the content of the approved plan stated in Decision 819/QĐ-TTg, and comply with related legal regulations. Implement the storage of planning documents as per regulations; provide planning data on fire prevention and fighting infrastructure for the period 2021-2030, vision towards 2050, to aid in constructing the National Planning Information and Database System.
+ Periodically report and assess the implementation of fire prevention and fighting infrastructure planning annually, every 5 years, or on an ad-hoc basis as requested by the competent authorities.
(Departments, sectors, and localities are tasked with implementing specific content as outlined in Appendix I accompanying this Plan).
- Improvement of Legal Normative Documents on Fire Prevention and Fighting:
+ Research and propose amendments, and issuance of the Fire Prevention and Fighting Law, and Search and Rescue Law following the procedures and regulations stipulated in the Law on Promulgation of Legal Normative Documents. Review and enhance legal normative documents, standards, and technical regulations to establish a favorable legal framework for investment, management, operation, and maintenance of the fire prevention and fighting infrastructure.
+ Review and revise related legal normative documents on policy mechanisms to ensure the feasibility and effectiveness of the objectives of the fire prevention and fighting infrastructure plan. Ensure alignment and coherence with the implementation of the 10-year Socio-Economic Development Strategy 2021-2030, the national socio-economic development plan, and local plans.
+ Enhance personnel attraction policies for professional service in the Fire Police Force, as identified in Decision No. 819/QĐ-TTg in 2023.
+ Improve and develop additional legal normative documents related to attracting funds, managing, and utilizing legal sources of funding outside the budget for the development of the approved fire prevention and fighting infrastructure plan.
