On June 5, 2024, the Ministry of Industry and Trade issued Decision No. 1372/QĐ-BCT regarding the announcement of newly issued administrative procedures and amendments, supplements in the field of consumer rights protection under the management scope of the Ministry, including the procedure for notification of regular retail activities.
Accordingly, the procedure for notification of regular retail activities is specifically guided as follows:
- Organizations, individuals conducting business must notify the People's Committee of the commune where the sale of products, goods, and provision of services is organized.
- Notification documents must be sent to the People's Committee of the commune at least 03 working days before the activity commencement (based on the date recorded by the People's Committee of the commune on the postal delivery note or equivalent valid forms in case of postal delivery, based on the date recorded on the acknowledgment receipt in case of direct submission, based on the time recorded on the email system or based on the date recorded on the system in case of online public service submission).
- In cases of amendment, supplementation to the notified activities previously, the organization, individual conducting business must notify the People's Committee of the commune where the notification was made.
The People's Committee of the commune shall fully disclose the notification content of the business organization, individual through appropriate means to inform consumers in the locality. Disclosure shall be made prior to and during the business activities of the organization, individual within the locality.
Decision No. 1372/QĐ-BCT shall take effect from July 1, 2024.
