Priority for Purchasing IT Products and Services Produced Domestically

On July 10, 2024, the Government issued Decree 82/2024/ND-CP amending and supplementing several articles of Decree 73/2019/ND-CP dated September 5, 2019, regarding the management of investment in information technology applications using state budget funds.

The specific changes are as follows:

  1. Information technology application activities must prioritize investment, rental, and procurement of domestically produced IT products and services, following legal regulations for IT and specific digital technology products and services.
  2. The Ministry of Information and Communications will issue detailed criteria for identifying and publishing lists of domestically produced IT products and services that are prioritized for investment, rental, and procurement. This includes lists of open-source software products meeting usage requirements in state agencies and lists of enterprises with products meeting priority criteria for investment, rental, and procurement.
  3. Ministries and central agencies are responsible for reviewing, building, and publishing lists and basic technical functions and features of common industry-specific software.

- The Ministry of Information and Communications is responsible for reviewing, building, and publishing lists and basic technical functions and features of national common software.

- Investment, procurement, and rental of IT services for common software (including modifications, additions of functions, features, and performance) are to be carried out according to the investment and procurement procedures for commercial software and available IT services on the market.

- Organizations and individuals providing common software are responsible for publishing on their websites or portals, or providing information to the Ministry of Information and Communications to publish software products (name and price) that meet the basic technical functions and features as announced by the ministries, central agencies, and the Ministry of Information and Communications.

This decree takes effect on July 10, 2024.
