From February 14, 2025, Circular 29/2024/TT-BGDDT will officially take effect, replacing Circular 17/2012/TT-BGDDT. This new regulation introduces significant changes that teachers, schools, and extracurricular teaching facilities must pay close attention to in order to ensure legal compliance. Here are three key points you cannot overlook when organizing extra teaching and learning!
1. Banned extra classes
- Extra classes shall not be provided for elementary students, except for extra-curricular activities: arts, sports, or life skills.
- Public and private school teachers are not allowed to provide paid tutoring outside the school for their own students who are currently enrolled in their classes according to the school's educational plan.
- Public school teachers are not allowed to manage or operate extracurricular teaching facilities but may still participate in teaching.
Note: When teaching outside the school, teachers must report to the Head of his/her superior agency regarding the subject, location, format, and teaching schedule.

2. Stricter Regulations on Extra Classes within Schools
The organization of extra teaching within schools is only allowed if it is free of charge and exclusively for the following groups:
- Students have poor academic results in the previous semester.
- Students are selected by the school for gifted student training.
- Final-year students who voluntarily register for exam preparation for entrance exams or graduation exams.
Tutoring costs in schools will be covered by the state budget and other legal sources, without collecting fees from students.
3. New conditions for extracurricular teaching facilities
- Individuals and organizations conducting paid extra classes outside schools must register their business in accordance with regulations.
- Fully disclose information on the website or post at the tutoring location about:
- The subjects taught
- The duration of extra teaching for each subject by grade level
- The location, format and schedule of the classes
- The list of teachers
- The tuition fees before enrollment.
