On July 4, 2024, the General Department of Taxation issued Official Letter No. 2862/TCT-HTQT 2024 to announce the effectiveness of the Multilateral Convention on Administrative Assistance in Tax Matters.
Based on Notification No. 08/2024/TB-LPQT dated January 26, 2024, from the Ministry of Foreign Affairs regarding the Multilateral Convention on Administrative Assistance in Tax Matters (the MAAC), which was signed in Paris on May 27, 2022, and by Vietnam on March 22, 2023, in Paris, France, the Convention became effective for Vietnam on December 1, 2023.
Pursuant to Article 28 (Signature and Entry into Force) of the MAAC and the results of discussions with the OECD Global Forum Secretariat on the applicable period for information exchange under the MAAC, the General Department of Taxation hereby informs the provincial and municipal tax departments of the effective date and the implementation date of the MAAC as follows:
Effective date of the MAAC for Vietnam: December 1, 2023.
Implementation date for supporting information exchange for tax periods: starting from January 1, 2024.
The General Department of Taxation encloses with this official letter a list of countries/territories that have signed the MAAC and notifies the types of taxes to which the Convention will apply, including VAT.
