List of Basic and Essential Public Services Using the State Budget in the Financial Sector

On September 13, 2024, the Prime Minister issued Decision 970/QĐ-TTg on the list of basic and essential public services using the state budget in the financial sector.

Accordingly, the list of basic and essential public services using the state budget in the financial sector includes:

(1) Services for the inspection and testing of the quality of national reserve goods under the management of the Ministry of Finance.

(2) Services for the inspection and calibration of equipment used for the import, export, and preservation of national reserve goods under the management of the Ministry of Finance.

In addition, the Government has assigned the Minister of Finance to:

- Guide the implementation of the provision of public services using the state budget as stipulated in Article 1 of Decision 970.

- Issue economic-technical norms and cost norms (if any) as the basis for issuing unit prices and prices for public services using the state budget in accordance with the law on pricing and other relevant laws.

- Issue criteria and standards for the quality of public services, mechanisms for supervision, evaluation, quality inspection, and regulations for the inspection and acceptance of public service products under the Ministry of Finance.

- Based on the list of basic and essential public services using the state budget stipulated in Article 1 of Decision 970, or delegate to subordinate agencies the authority to select public service units to provide public services in the form of task assignment, ordering, or bidding in accordance with the law.

- Depending on the actual situation during each phase of implementation, promptly report to the Prime Minister on the amendment and supplementation of the list of basic and essential public services using the state budget to ensure appropriateness.

Decision 970/QĐ-TTg takes effect on September 13, 2024.
