Inter-country adoption in Vietnam

Question: I am writing to inquire into adoption in Vietnam. My husband and I are Irish and currently live in Singapore.

I understand that as Ireland and Vietnam are both part of The Hague Convention and Irish citizens are able to adopt children from Vietnam.

As we currently live in Singapore, I am not sure if it is possible for us to adopt from there. Could you let me know if it is possible and what the process would be and a rough time frame.
