Integrated Procedures for Birth Registration, Permanent Residence, and Issuance of Health Insurance Cards for Children Under 6 Years Old

On June 12, 2024, the Government Office issued Decision No. 296/QĐ-VPCP announcing two groups of integrated electronic administrative procedures: birth registration, permanent residence registration, and issuance of health insurance cards for children under 6 years old; and death registration, deregistration of permanent residence, and handling of funeral expenses and death benefits.

The steps for implementing the integrated procedures are as follows:

- Step 1:

The applicant accesses the National Public Service Portal (at dichvucong.gov.vn) or the VNeID application, selects the "Integrated Birth and Death Registration" service to submit the online application and pay the required fees.

- Step 2:

The provincial-level administrative procedure information system receives the birth registration application from the Integrated Public Service Software; the system sends a notification of the result appointment to the applicant through the National Public Service Portal, the VNeID application, and SMS.

- Step 3:

Processing the birth registration application. After the electronic birth registration application is transferred to the Ministry of Justice’s shared electronic civil status registration and management software by the provincial administrative procedure information system, the civil status officer processes the birth registration on the same working day using the shared software.

- Step 4:

Processing the permanent residence registration and issuance of health insurance cards for children under 6 years old.

 

After the Ministry of Justice’s shared electronic civil status registration and management software transfers the electronic birth certificate to the Integrated Public Service Software via the provincial administrative procedure information system, the software splits and transfers the electronic application (including forms, the applicant's declarations, and the electronic birth certificate) to the residence management information system for permanent residence registration and the social insurance information system for issuing health insurance cards for children under 6 years old in accordance with the relevant laws.

 

The time for processing the permanent residence registration is no more than two (02) working days; in cases requiring verification, the processing time is no more than five (05) working days from the date of receiving the electronic application and confirmation information via the VNeID application.

 

The time for issuing health insurance cards for children under 6 years old is no more than two (02) working days.
