On July 10, 2024, the Ministry of Public Security issued Circular 32/2024/TT-BCA amending and supplementing certain provisions of Circular 149/2020/TT-BCA dated December 31, 2020, by the Minister of Public Security.
This circular details some provisions and measures to implement the Law on Fire Prevention and Fighting, the amended Law on Fire Prevention and Fighting, and Decree 136/2020/ND-CP dated November 24, 2020, by the Government. It also amends Circular 08/2018/TT-BCA dated March 5, 2018, by the Minister of Public Security, detailing some provisions of Decree 83/2017/ND-CP dated July 18, 2017, by the Government on rescue operations by fire prevention and fighting forces.

Firefighting plans for facilities under fire prevention and fighting management, residential areas, and special motor vehicles requiring specific fire safety measures must be drilled at least once a year. Additionally, emergency drills must be conducted as needed to ensure fire safety for special political, economic, cultural, and social events held locally.

Each fire drill can include one or multiple different scenarios, but all scenarios in the plan must be practiced sequentially.

Facilities Required to Establish Specialized Fire Prevention and Fighting Teams:
- Nuclear facilities;
- Airports and seaports;
- Oil and gas extraction and processing facilities;
- Coal mining facilities;
- Facilities producing or storing weapons and explosives;
- National reserve warehouses; oil storage facilities with a total capacity of 15,000 m³ or more; hydropower plants with a capacity of 300 MW or more; thermal power plants with a capacity of 200 MW or more; fertilizer production facilities producing 180,000 tons/year or more; industrial zones, export processing zones, high-tech zones, and industrial clusters with an area of 50 hectares or more.
