And would like to know how long does it take to complete the legal requirements for starting homestay business.

Under Vietnam Law, a foreigner having been granted 90 days visa can purchase apartment from real estate developer in Vietnam.
Such apartment can be used for residence or rent.
In case of rent, you must notify your business to the competent authority of district level.
