Applying Animal and Plant Quarantine Measures According to International Standards

On June 19, 2024, the Prime Minister issued Decision No. 534/QĐ-TTg approving the Project "Enhancing the Effectiveness of Implementing the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS) of the World Trade Organization (WTO) and SPS Commitments within the Framework of Free Trade Agreements."

The project aims to enhance Vietnam's capacity to fulfill its obligations under the WTO's SPS Agreement and free trade agreements in international trade of agricultural, forestry, aquatic products, and food; and to support enterprises in complying with SPS regulations to expand export markets.
The project also aims that by 2025, the rate of technical regulations on the quality of food safety for agricultural, forestry, and aquatic products harmonized with international standards will reach 70%; 100% of food safety management and animal and plant quarantine officials at all levels will receive annual training and updates on professional expertise; and 80% of key products and corresponding markets will have compliance manuals for SPS measures.
By 2030, the rate of national standards and technical regulations on the quality of food safety for agricultural, forestry, and aquatic products equivalent to international standards will reach 100%.
Deputy Prime Minister Trần Lưu Quang has assigned the Ministry of Agriculture and Rural Development to develop a project to consolidate the organizational structure and functions of the Vietnam SPS Office, and submit it for approval to the competent authorities.
