Activities of investigation and evaluation of water resources

On May 16, 2024, the Government issued Decree 53/2024/ND-CP detailing the implementation of some provisions of the 2023 Water Resources Law.

In which, the activities of investigation and evaluation of water resources include the following activities:

[1]The activities of investigation and evaluation of surface water resources are carried out on rivers, streams, canals, ditches, creeks, lakes, ponds, natural and artificial lagoons, including one or some of the following activities:

- Investigation and evaluation of morphological characteristics of rivers, streams, canals, ditches, creeks, lakes, ponds, lagoons; investigation and evaluation of quantity, quality of surface water;

- Investigation and evaluation of the situation of degradation, exhaustion, pollution, salinization of surface water sources;

- Investigation and evaluation of the load-bearing capacity of surface water sources;

- Investigation, determination of minimum flow on rivers, streams; investigation, zoning of surface water source functions.

[2] Investigation and evaluation of groundwater resources include one or some of the following activities:

- Investigation and evaluation of reserves, quality of groundwater according to the ratios of 1:200,000; 1:100,000; 1:50,000; 1:25,000;

Investigation, search for groundwater sources;

- Investigation and evaluation of the situation of degradation, exhaustion, pollution, salinization of groundwater sources;

- Investigation, zoning of prohibited areas, areas restricted from groundwater exploitation;

[3] Investigation and evaluation of the current situation of exploitation, use of water resources, discharge of wastewater into water sources.

[4] Investigation, determination of the list of lakes, ponds, lagoons, lagoons that are not allowed to be filled.

[5] Investigation and evaluation to serve the mapping of drought risk, water shortage zoning.

[6] The Ministry of Natural Resources and Environment is responsible for organizing the investigation and evaluation of water resources for the following activities:

- Investigation and evaluation for the following activities on inter-provincial scale:

  • Investigation and evaluation for the following activities on inter-provincial scale:
  • Investigation and evaluation of morphological characteristics of rivers, streams, canals, ditches, creeks, lakes, ponds, lagoons; investigation and evaluation of quantity, quality of surface water;
  • Investigation and evaluation of the situation of degradation, exhaustion, pollution, salinization of surface water sources;
  • Investigation and evaluation of the load-bearing capacity of surface water sources;
  • Investigation, determination of minimum flow on rivers, streams; investigation, zoning of surface water source functions;
  • Investigation and evaluation of reserves, quality of groundwater according to the ratios of 1:200,000; 1:100,000; 1:50,000; 1:25,000;
  • Investigation and evaluation of the situation of degradation, exhaustion, pollution, salinization of groundwater sources;
  • Investigation and evaluation of the current situation of exploitation, use of water resources, discharge of wastewater into water sources;
  • Investigation, determination of the list of lakes, ponds, lagoons, lagoons that are not allowed to be filled.
  • Investigation and evaluation for the following activities:
  • Investigation, search for groundwater sources;
  • Investigation and evaluation to serve the mapping of drought risk, water shortage zoning.

 [7] The Provincial People’s Committee is responsible for organizing the investigation and evaluation of water resources for the following activities:

- Investigation and evaluation for the following activities within the provincial scope:

  • Investigation and evaluation of morphological characteristics of rivers, streams, canals, ditches, creeks, lakes, ponds, lagoons; investigation and evaluation of quantity, quality of surface water;
  • Investigation and evaluation of the situation of degradation, exhaustion, pollution, salinization of surface water sources;
  • Investigation and evaluation of the load-bearing capacity of surface water sources;
  • Investigation, determination of minimum flow on rivers, streams; investigation, zoning of surface water source functions;
  • Investigation and evaluation of reserves, quality of groundwater according to the ratios of 1:200,000; 1:100,000; 1:50,000; 1:25,000;
  • Investigation and evaluation of the situation of degradation, exhaustion, pollution, salinization of groundwater sources;
  • Investigation and evaluation of the current situation of exploitation, use of water resources, discharge of wastewater into water sources;
  • Investigation, determination of the list of lakes, ponds, lagoons, lagoons that are not allowed to be filled.
  • Investigation and evaluation for the following activities:
  • Investigation, zoning of prohibited areas, areas restricted from groundwater exploitation;
  • Investigation, determination of the ability to artificially supplement groundwater.

The Decree takes effect from July 1, 2024.
