According to Circular No. 04/2014/TT-BGDĐT issued by the Ministry of Education and Training, this activity must meet certain conditions and be licensed by a competent authority.
1. Operational conditions
According to Articles 4, 5, and 6 of Circular No. 04/2014/TT-BGDĐT issued by the Ministry of Education and Training, to be permitted to open a music class for teaching musical instruments within a university, the class must meet the following conditions:
a. Facilities
- Classrooms and functional rooms must have sufficient lighting and meet the hygiene standards stipulated for educational institutions.
- Teaching equipment must be safe, suitable for the teaching content and activities, and appropriate for the psychological age of the learners.
b. Teachers
- Must be in good health.
- Must demonstrate good moral character, not be under disciplinary action at the level of warning or higher, and must not be under criminal investigation.
- Must hold a certificate in pedagogical training and possess relevant expertise in life skills or educational activities (such as a music qualification).
c. Curriculum and Teaching Materials
- The class must have sufficient curriculum and teaching materials issued or approved by the Ministry of Education and Training.
