On April 10, 2024, the Prime Minister issued Decision 299/QD-TTg on the issuance of the Catalogue and assignment of leading agencies for drafting detailed implementation regulations for the Law on Credit Institutions and the Land Law, which was passed by the 15th National Assembly at its fifth extraordinary session. The Decision stipulates the responsibilities of Ministers and heads of ministerial-level agencies in leading the drafting, coordinating the drafting, and reviewing and adjusting documents to amend, supplement, replace, repeal, and newly issue documents within their jurisdiction.
The list of detailed regulations includes:
- Decree on the sandbox in the banking sector (Clause 2, Article 106) led by the State Bank of Vietnam (SBV). The deadline for submission/issuance is before April 15, 2024.
- Decree on the financial regime of credit institutions, foreign bank branches, and financial supervision, evaluation of the effectiveness of state capital investment in credit institutions where the state holds 100% of the charter capital and credit institutions with state capital (Clause 4, Article 145, Clause 1, Article 148, Clause 3, Article 151) led by the Ministry of Finance. The deadline for submission/issuance is before April 15, 2024.
- Decree detailing Clause 3, Article 147, and Clause 2, Article 159 of the Law on Credit Institutions led by the SBV. The deadline for submission/issuance is before April 15, 2024.
- Circular of the Governor of the State Bank on the People’s Credit Fund (Clause 5, Article 126) led by the SBV. The issuance deadline is before May 15, 2024.
- Circular of the Governor of the State Bank on cooperative banks (Clause 3, Article 125) led by the SBV. The deadline for submission/issuance is before May 15, 2024.
- Circular of the Governor of the State Bank on the licensing and organization and operation of microfinance institutions (Clause 4, Article 127, Clause 2, Article 130) led by the SBV. The deadline for submission/issuance is before May 15, 2024.
- Circular of the Governor of the State Bank on special loans for credit institutions (Clause 3, Article 194) led by the SBV. The deadline for submission/issuance is before May 15, 2024.
- The list issued with Decision No. 222/QD-TTg dated March 5, 2024, of the Prime Minister on the issuance of the Plan to implement the Land Law No. 31/2024/QH15 led by the Ministry of Natural Resources and Environment, the Ministry of Finance, the Ministry of Agriculture and Rural Development, the Ministry of Labor - Invalids and Social Affairs. Implemented according to Decision No. 222/QD-TTg dated March 5, 2024, of the Prime Minister on the issuance of the Plan to implement the Land Law.
The Decision takes effect from April 10, 2024.
