On May 9, 2024, the Government issued Decree 48/2024/NĐ-CP amending Decree 130/2018/NĐ-CP guiding on digital signatures and digital signature certification services.
Accordingly, Article 23 of Decree No. 130/2018/NĐ-CP on "Dossier for granting digital certificates to subscribers" is supplemented. Specifically, it includes:
- Application for granting digital certificates in paper or electronic form according to the prescribed form.
- Accompanying documents and materials as prescribed.
- Individuals and organizations have the right to choose to submit a copy from the original, a certified copy or a copy attached to the original.
- In case an individual, legal representative of an organization provides or uses information in the citizen's identity card or identification card or certificate of identity or information in the electronic identification account of level 2 of an individual or information in the identification account of an organization, the organization shall provide public digital signature certification services .
- The organization providing public digital signature certification services shall be responsible for providing utilities or applications to implement the electronic reception method.

This Decree takes effect from May 9, 2024.
