On July 8, 2024, the Prime Minister issued Decision 603/QĐ-TTg on the establishment of the Steering Committee for Reviewing and Handling Obstacles in the System of Legal Documents.

The Steering Committee for Reviewing and Handling Obstacles in the System of Legal Documents is established as follows:
- Head: Prime Minister Phạm Minh Chính;
- Permanent Deputy Head: Deputy Prime Minister, Minister of Justice Lê Thành Long;
- Deputy Heads:
Mr. Trần Văn Sơn - Minister, Chief of the Office of the Government;
Mr. Nguyễn Chí Dũng - Minister of Planning and Investment;
- Members:
Mr. Hồ Đức Phớc - Minister of Finance;
Mr. Nguyễn Hồng Diên - Minister of Industry and Trade;

The Standing Body of the Steering Committee shall report periodically every 6 months, annually and ad hoc at the request of the Prime Minister on the activities of the Steering Committee. Periodically before December 31st of each year, the Standing Body of the Steering Committee shall report on its activities to the Ministry of Home Affairs and the Office of the Government for synthesis and reporting to the Prime Minister.
The Decision takes effect from July 8, 2024.
