On June 3, 2024, the Minister of Transport issued Circular No. 20/2024/TT-BGTVT concerning the National Technical Regulation on motorcycle and moped frames.
The general provisions of the National Technical Regulation on motorcycle and moped frames, issued in conjunction with Circular No. 20/2024/TT-BGTVT, are as follows:
- The structure and technical specifications of the frame must conform to the technical documentation provided by the registered testing facility:
- The mass deviation of the frame according to the registration of the testing facility must not exceed ± 10%.
- The dimensional deviation of the thickness of the main frame components (steering head tube, main body, frame body) according to the registration of the testing facility must not exceed ± 10%.
- The dimensional deviation of the cross-sectional envelope of the main frame components (steering head tube, main body, frame body) and other length dimensions according to the registration of the testing facility must not exceed ± 5%.
- The frame must be free of cracks and breaks.
- Welds on the frame (for frames with welded construction) must not peel or crack.
- Joints on the frame, such as riveted joints, bolted joints, and other types of joints (if any), must be secure.
- The frame must have corrosion resistance by using protective materials or a protective coating. The protective coating (if any) must not peel or blister.
- The frame must have a unique frame identification code stamped on a fixed part of the frame or on a metal plate fixed to the frame. The frame identification code can coincide with the vehicle identification number (VIN). If the frame identification code does not match the VIN, it must include characters to identify the frame manufacturer, production line, model, year of manufacture, and production sequence number (except for imported frames for replacement or warranty purposes).
Circular No. 20/2024/TT-BGTVT takes effect from December 5, 2024, and repeals Clause 4, Article 1 of Circular No. 36/2010/TT-BGTVT.
