On May 23, 2024, the Ministry of Natural Resources and Environment issued Official Letter 3263/BTNMT-TNN on the implementation of guiding documents on the Law on Water Resources 2023.
Accordingly, in order to implement documents detailing the implementation of the Law on Water Resources 2023, the Ministry of Natural Resources and Environment requests the Provincial People's Committee to focus on implementing the following key tasks:

In particular, focus on disseminating to organizations and individuals exploiting and using water resources in the province to ensure strict implementation of the provisions of the Law, 02 Decrees and 03 Circulars.
2) Review and complete regulations related to state management of local water resources, paying attention to regulations related to prohibited areas and restricted areas for underground water exploitation. ;
Establish and manage water source protection corridors; regulate and distribute water resources; prevent, combat and overcome harmful effects caused by water, grant, extend, adjust... licenses on water resources;

3) Continue to direct the review and urge organizations and individuals to exploit and use water resources:
- In case registration or licensing is required: urgently carry out registration procedures or submit application documents for licensing to the competent state agency in accordance with the provisions of law.
- In case the license has been granted and requires payment of fees for granting rights to exploit water resources but has not yet submitted the declaration to calculate the fee for granting the right to exploit water resources: urgently submit the application to calculate the fee for granting the right to exploit water resources. exploit water resources to competent state agencies in accordance with the provisions of law to ensure the strictness and equality of the law, avoid loss of resources and loss of state budget revenue.
4) Direct People's Committees at all levels:
- District level confirms underground water exploitation registration.

Based on work requirements, implementation ability, resources, actual conditions and specific situation, decide on decentralization and authorization for the Department of Natural Resources and Environment to issue, extend, adjust, reissue and approve. return, suspend, suspend, and revoke water resource exploitation licenses and underground water exploration licenses according to the provisions of the Law on Organization of Local Governments.
