On September 24, 2013, the Government issued the Decree No. 109/2013/ND-CP prescribing on sanctioning administrative violations in the field of prices, charges and fees, and invoices. Of which, one of the most significant points is the increase of fine level regarding administrative violations in these field..
Specifically, fines of between VND 40 million and 60 million for acts of failing to set up the price stabilization fund (increasing by VND 10 million to 30 million as previously). Fine level for acts of selling goods and providing services inconsistent with specific price level or not falling in price bracket, higher than the maximum price level or lower than the minimum price level decided by the competent agencies also increase by 5 million for every act of violation.
Specifically, fine respectively VND 25-30 million and VND 30-35 million for acts of failing to comply with price decided by ministers, heads of ministerial level agencies, the Government, Prime Minister (according to the previous regulations, fine level is VND 25 million and 30 million respectively).
In addition to fine level mentioned above, originations and individuals that violate regulations on price, charges and fees, and invoices shall be imposed additional sanctions such as: depriving the certificate of eligibility for valuation, suspending the training and granting of the valuation professional training and refreshing certificate, suspending the right to self-print invoices and create e-invoices...
This Decree takes effect on November 9, 2013 and replaces the Decree 106/2003/ND-CP dated September 23, 2003.
