Enhancing Cybersecurity Measures for the Occasion of April 30th, May 1st, and the 70th Anniversary of the Dien Bien Phu Victory

On April 17, 2024, the Ministry of Information and Communications issued Circular No. 1465/BTTTT-CATTT regarding the reinforcement of cybersecurity measures for the occasions of April 30th, May 1st, and the 70th Anniversary of the Dien Bien Phu Victory.
The Ministry of Information and Communications urges agencies, organizations, and enterprises to strengthen the implementation of cybersecurity measures for information systems under management, including:

1) Intensifying the deployment of cybersecurity activities:

- Reinforcing and prioritizing resources and manpower for standby duty and 24/7 monitoring; proactively monitoring centralized information security monitoring systems regularly and continuously.
- Checking and updating all necessary security patches for information systems according to warnings from the Information Security Department and relevant agencies and organizations.
- Reviewing, inspecting, evaluating, and addressing security vulnerabilities; identifying and removing malware from all servers and workstations within the network system.
- Being prepared to implement response plans, handle network attack incidents, and promptly restore normal operations of information systems in case of incidents.

2) For telecommunications service providers, internet service providers, organizations, and enterprises providing digital infrastructure and platforms:

- Strengthening manpower resources, assigning personnel for monitoring, support, and troubleshooting to ensure the safety and smooth operation of telecommunications and internet infrastructure.
- Reviewing and fully implementing protective measures to ensure early detection and timely prevention of cyberattacks.
- Enhancing monitoring, updating, and addressing user complaints and reports regarding spam messages, spam calls, especially fraudulent messages and calls.
- Strictly and promptly implementing measures as required by the Ministry of Information and Communications (Information Security Department) and authorized agencies.
