On 14/08/2024, the Ministry of Finance issued and collected comments on the draft Circular stipulating the collection rates, collection, and payment of fees for changing and re-issuing identification cards.
According to the draft Circular of the Ministry of Finance, the fee rates when citizens submit applications directly are as follows:
Citizens change from ID card or Citizen ID card to ID card according to the provisions of Clause 3, Article 21, Decree No. 70/2024/ND-CP dated June 25, 2024, of the Government regulating expenses. details several articles and measures to implement the Law on Identification: 30,000 VND/identification card;
Issuance and exchange of identification cards for cases specified in Clause 1, Article 24, Law on Identification: 50,000 VND/identification card;
Re-issuance of identification cards for cases specified in Clause 2, Article 24, Law on Identification: 70,000 VND/identification card.
Regarding fee rates when citizens submit applications through the online public service portal, according to the draft Circular of the Ministry of Finance, in the case of citizens submitting applications on the online public service portal, the entire process for schools In case of re-issuing an ID card, the fee is 50% of the fee when citizens apply directly.
In the case of submitting a request for renewal or reissuance via an online public service (set an appointment at a time and place to carry out the procedure), the fee is equal to 80% of the fee when the citizen applies. direct profile.
This fee rate applies from the effective date of this Circular until December 31, 2025.
Regarding cases of fee exemption and not having to pay fees, the draft Circular clearly states that children as prescribed in the Law on Children; elderly people as prescribed in the Law on the Elderly; and People with disabilities as prescribed in the Law on People with Disabilities.
