Draft Circular Proposing a 50% Reduction in Various Fees and Charges Across Multiple Sectors

The Ministry of Finance is currently soliciting feedback on a draft circular that aims to continue reducing fees and charges to support business activities.

The Ministry of Finance has reported to the Prime Minister regarding the continuation of fee reductions in 2024. Specifically, it proposes to maintain the reduction of approximately 36 fees and charges, similar to those implemented in 2023. The proposed effective period is from July 1, 2024, to December 31, 2024.

The draft proposes a reduction of up to 50% in fees and charges in various areas, including:

  • Securities sector fees and charges (excluding 2 specific fees): 50% reduction based on the fees and charges scheduled in Circular No. 25/2022/TT-BTC.
  • Inspection fees for firefighting and prevention vehicles: 50% reduction based on the fee schedule in Circular No. 02/2021/TT-BTC.
  • Citizen identity card issuance fees: 50% reduction based on the provisions in Article 4 of Circular No. 59/2019/TT-BTC.
  • Fees for issuing permits for sending laborers to work abroad: 50% reduction based on the fee schedule in Section 1 of Article 4 of Circular No. 259/2016/TT-BTC.
  • Evaluation fees for international and domestic travel service business licenses: 50% reduction based on the fee schedule in Section 1 of Article 4 of Circular No. 33/2018/TT-BTC.
  • Tourist guide card issuance fees: 50% reduction based on the fee schedule in Section 2 of Article 4 of Circular No. 33/2018/TT-BTC.
  • Fees for using railway infrastructure structures: 50% reduction based on the fee schedule in Article 3 of Circular No. 295/2016/TT-BTC.
  • Fees for issuing technical safety and environmental protection certificates for motor vehicles, specialized motorcycles: 50% reduction based on the provisions in Section 3 of Article 1 of Circular No. 36/2022/TT-BTC.
  • Inland waterway notification fees: 50% reduction based on the fee schedule in Section 3 of Article 4 of Circular No. 248/2016/TT-BTC.
  • Fees for issuing permits for the establishment and operation of banks: 50% reduction based on the fee schedule in Section a of Section 1 of Article 4 of Circular No. 150/2016/TT-BTC.
  • Project investment appraisal fees: 50% reduction based on the fee schedule in the investment project appraisal fee schedule (feasibility study report appraisal fee or economic-technical report appraisal fee) issued with Circular No. 28/2023/TT-BTC.
  • Environmental data exploitation and usage fees: 70% reduction based on the fee schedule in Circular No. 65/2023/TT-BTC.
  • Water exploitation and usage fees implemented by central agencies: 80% reduction based on the fee schedule in Circular No. 01/2022/TT-BTC.

Fees for transferring rights to exploit airports and airfields: 90% reduction based on the provisions in Article 4 of Circular No. 247/2016/TT-BTC
