On September 6, 2024, the Ministry of Transport proposed a draft Circular on the procedures for inspection, exemption from initial inspection, and modification of motor vehicles and special-use motorcycles, including the addition of certain required documents for vehicle registration.

According to the draft Circular, in cases where a car is exempt from the initial inspection, the vehicle owner must complete the procedure for creating a vehicle dossier at the inspection center to obtain a registration certificate and inspection stamp.
In such cases, the vehicle owner must present the vehicle registration documents, which include: the original vehicle registration certificate or the original receipt for holding the original vehicle registration certificate (along with a copy of the vehicle registration certificate) issued by the credit institution, or a copy of the vehicle registration certificate certified by the financial leasing or lending institution, or a receipt for the issuance of the vehicle registration certificate.
The vehicle owner must also submit a copy of the factory quality inspection sheet for domestically manufactured or assembled motor vehicles (except for liquidated motor vehicles), the original Certificate of Technical Safety and Environmental Protection for modified motor vehicles (in cases of newly modified vehicles), and a stamped copy of the vehicle's chassis and engine number for vehicles exempt from inspection.
For cars undergoing periodic inspection, the draft Circular introduces additional documents compared to the current regulations. Specifically, in addition to the vehicle registration documents and the original Certificate of Technical Safety and Environmental Protection for modified motor vehicles (for newly modified vehicles), the vehicle owner must also present the previous inspection certificate (for subsequent inspections).
For vehicles required to be equipped with journey monitoring devices or cameras, the vehicle owner must provide information such as the username, password, and web address for accessing the monitoring devices or camera system. Additionally, the owner must declare the vehicle’s use for transportation business on the dossier tracking form according to the provided template.
Notably, the draft Circular introduces a new document requirement for the inspection of four-wheeled passenger vehicles with attached motors. Vehicle owners must present a written request for inspection from the relevant organization or individual (if the vehicle cannot be taken to the inspection center) and a written approval from the local authority regarding the designated area in which the vehicle is permitted to operate, which must remain valid.
*Required Documents for Vehicle Dossier Information Changes
According to the draft Circular, if there is a change in the information on the vehicle registration documents (e.g., a change in vehicle color, ownership, license plate number, etc.), the vehicle owner must bring the registration documents to the inspection center to update the information in the vehicle dossier.
In cases where the vehicle undergoes a technical modification, the vehicle owner must bring the vehicle, along with the vehicle registration documents, the original Certificate of Technical Safety and Environmental Protection for modified motor vehicles (for newly modified vehicles), and the relevant technical documents to the inspection center to re-inspect the vehicle and record the changes in the vehicle dossier.
If the inspection center does not manage the vehicle dossier, it is responsible for sending copies of the vehicle registration documents, the Certificate of Technical Safety and Environmental Protection for modified motor vehicles, and the inspection certificate to the inspection center managing the dossier for updating and storing, ensuring consistency in the management of vehicle dossiers.
