On May 31, 2024, the Ministry of Transport issued Circular No. 18/2024/TT-BGTVT amending and supplementing certain provisions of Circular No. 12/2020/TT-BGTVT dated May 29, 2020, of the Minister of Transport regarding the organization and management of road transport business activities and road transport support services.
Specifically:

The Department of Transport shall utilize and manage data on the software of the Vietnam Road Administration to serve the management of transportation business activities, and shall notify the Vietnam Road Administration of any abnormal data or information requiring reexamination.

The Department of Transport shall be responsible for safeguarding login credentials, access passwords, and data information inputted into the software of the Vietnam Road Administration in accordance with regulations.

The Department of Transport shall utilize the software provided by the Ministry of Transport to:
- Establish, adjust, and supplement fixed intra-provincial passenger transport routes.
- Coordinate with the originating Department of Transport to establish, adjust, and supplement inter-provincial fixed passenger transport routes, and report the compiled information to the Vietnam Road Administration for publication.

The Department of Transport (for intra-provincial routes) and the two-end Department of Transport (for inter-provincial routes) shall publicly announce detailed route information on their respective electronic information portals, including departure and arrival terminals, itinerary, total number of trips, departure times of each trip conducted by participating units, minimum time intervals between consecutive trips, and terminal capacities.

The phrase "equipped with reflective bands" as stipulated in Appendices 4, 5, 7, 8, 9, 10, 11, 12, 15, 16, and 17 accompanying Circular No. 12/2020/TT-BGTVT has been removed. Accordingly, the following types of vehicles are no longer required to have reflective bands:
Fixed-route vehicles
Shuttle vehicles
Bus vehicles
Taxi vehicles
Contract vehicles
Enterprise-owned vehicles
Truck vehicles
Tourist vehicles
Tractor-trailer vehicles.
This circular shall come into effect on July 15, 2024.
